Sometimes if you can get a good hit on the bolt head it will jar it a bit to make it start. I know when the bolt heads get a bit rounded or worn it can be hard to make the socket work. The other thing might be to put a bit of heat on it to try and make it expand and loosen.
If I recall, the reason IH used the aluminum shafts was to make the head a bit lighter.
