8-14% is a wide range of moisture. At 8% you should have no trouble getting the bottom 2-3 kernels out. At 14% moisture no combine will get every kernel out of every head.
If moisture is as you say around 8% and you aren't getting the kernels out, then I would say tighten things up a little on the concaves. Or make no adjustments and slow down .5mph and see what it does. If you slow down and it works, then the crop isn't getting enough time in the rotor, or your are slowing the rotor cause your are on the edge of the power curve.
