Rotor loss

What is acceptable rotor loss out of a combine?

I was not able to get my wheat off in a timely manner because of the weather. So I contracted my neighbour with a new 9670 jd w/bullet rotor 30' head etc etc... He was only creeping down the field 2-3 mph in short 65-70 bushel wheat, Said he couldn't go any faster because he was already putting 3% loss out the rotor.

What do you guys think?
