There is no charge pump at tank. Just the charge pump on main pump. It can have trouble picking up fuel from main tank is below half a tank especially if ran out of fuel. There is a screw to bypass the little electric fuel valve on the pump and there is a relay under radiator rotary screen that could of failed. The relay under rotary screen supplies to power to Cummins electronic system. Hopefully you have her running by now.
